Past habitual?

One grocery insider has a lot to say. She agrees to tell her if we protect her identity. This former bakery clerk tampered with food for years.

Interviewer: What would happen to food in the bakery that had passed their best before date?

Former clerk: We would cut the cake in half and each half would be packaged on its own. And each of the half would have a new best before date put on it.

Are all these woulds past habitual?
