past continuous or past perfect tense

I was reading book and i found this doubt.
"""Then he thought he detected something. The coast was lined by a thick row of tall bushes, maybe three or four metres high. From the distances of the anchored ship, it seemed like these bushes had reddish-orange fruit hanging in abundance. """""

In the first line, i think it should have been " the coast had been lined by a thick row of tall bushes. Because if we say "the coast was lined by a thick row of tall bushes" I understand it as, at the moment someone lined thick row of tall bushes along the coast. Am I right?? please clarify.. thanks in advance

Thanks for your reply. I have understood the above concept. But I have got another doubt. If we use had cut down means the bushes had been cut down already. How can we say if the person just start cutting the bushes sometime ago in the past.

Then he thought he detected something. Someone had started to cut down the bushes which lined the shore. So some dead branches were lying beside the shore, but a few bushes still grew by the shore.
