Hi

When I was watching TV, my brother was playing football

Does that mean that the period I spent while watching TV is the same as the period my bro spent while he was playing football?

When I was surfing the internet, the electritcity went off

what does that mean?

The second sentence maybe wrong, let me rephrase it

When I was at home, while I was surfing the internet, the electricity went off

The Past continous has the longer period while the elecricity has shorter period
