'Past competitive data on peer groups'?

Hi,

Please have a look at this:

About compensation in this time of economic slowdown: few board members have experienced a crisis of this magnitude and while they want to do the right thinsg in compensating senior managers, the usual guidelines fall short. Past competitive data on peer groups are no longer useful because the landscape has changed so dramatically.

What does the bold part mean?
