Past and Present Tense

I'm a journalism major studying at a university in New York. I should probably ask my professor this, but it just struck me now (and I don't want to wait!). I'm a bit confused, here.

Let's say I'm writing an article. Would I title it:

Product name launches in America

or

Product name launched in America

?
