Max: Colin, do you have a 20 on the suspect?

Colin: He just [passed/walked] by me.

What is 20? And Is there any difference between passed and walked?

A "20" means location.

"What's your 20?" -- Where are you?

"Have you got a 20 on him?" -- Do you know where he is?

I suppose if he passed you, he could be in a vehicle.
