why is not is concluded???? i think The reports is an adjective here??

This is one of those "middle voice" usages. It's like saying " my TV broke".

Reports is plural of report and a noun. It's not an adjective.

Is is present of the verb to be, 3rd person singular.

Concluded is past of the verb conclude.
