Passport

Is this okay: My backpack was stolen in Paris and I lost most of my valuables including my passport so I had to go to the US consulate to get a new one. They told me that they had to get it approved by the US government because I had lost my passport a couple times in past. The next day I went back to the consulate first thing in the morning after receiving an email from them that my passport was ready!
