Passivization of 'see through'.

Hello, guys. I'm studying passaivization of phrasal verbs. The book that I'm studying with says that some permanently separated transitive phrasal verbs like 'see something through' can't be passivized. For example, the following sentence is incorrect.

*The project was seen through to its conclusion by the sales team.

But, don't we say that the church is seen through the window?

what's the difference between those two?
