Passive/Active

When it's said: "The dog was walked out by him" (Passive) we emphasize "THE DOG" because it is the subject and "He walked out the dog, we emphasize "HE". But when it doesn't matter, in which Voice should we say? In Active or in Passive?

This is not a very written sentence, but the form is passive. You can say: " The dog was walked half an hour ago" to mean someone already took the dog out for a walk. But "the dog was walked out by him" meant the dog was escorted out of a building, like"John was laid off this morning and immediatel
