This seems OK to me. Can you provide an example that you feel does follow the rules, so that we can compare them?

I wonder if you are thinking of a simple yes/no question?

eg Are potatoes grown there?

The rules differ according to the part of speech of the expected answer. Your example seems normal in my experience.

Carrots are grown there.
What is grown there?
Where are carrots grown?

Mary was chosen yesterday.
Who was chosen yesterday?
When was Mary chosen?

The order depends on the type of question you're asking, as well as on the passive statement
