Passive voice VS active voice

Recently, I have found that, in certain contexts, either passive voice or active voice is possible as in each of the following sentences. Do you agree?
Ice forms at 0°C.
Ice is formed at 0°C.

Water can change into ice in winter.
Water can be changed into ice when cooled.

Our living conditions have improved a lot.
Our living conditions have improved a lot through the program.
