Passive voice using the verb explain

I was explained the procedure by the manager.

Is this a correct sentence?

I mean

Can the inditect object be the subject in a passive voice especially when using the verb explain.

Is this a correct sentence? Very awkward but possible. If you are studying active–passive conversation, the first thing to understand is that native speakers use the latter only within very restricted limits and that learner conversions are usually too awkward, ugly or useless to live.

It does not matter which verb you are using. As long as the verb is transitive or ditransitive, and has an explicit subject, the passive can be constructed mechanically by applying some simple transformation rules. However, that does not mean the the result will be palatable to native speakers.
