Passive voice - is that correct?

Hello again!
I would be pleased if someone could check those sentences.
  1. The thief ran out of the back door to avoid being catched (catch)by the police.
  2. People should be fined (fine) for parking in spaces for disabled people.
  3. The thief is said(say) to be a short, thin man with a local accent.
  4. While my car has been repairing(repair) last week. I had to walk to work every day.
  5. MY mobile phone has been stolen(steal) from my bag last week.
  6. When we got to the stadium we found out that the game has been canceled(cancel)
  7. When I walked into the office, I realized we have been robbed(rob).
  8. A new cinema is being built(build) in our town right now.
  9. It is believed( believe) that crime is increasing in this country.
  10. The injured man couldn't walk and had to been carried(carry).
  11. "Can I help you madam?""No, thank you, I have been served(serve)"
  12. Every time I travelled by plane it is delayed(delay).
  13. The room was cleaned(clean) when I arrived.
  14. The situation is serious. Something must have been done (do) before it gets worse.
  15. A new bridge is being built (build) across the river now. Work started last week and the bridge is going to be finished(finish) in September.
  16. My umbrella has disappeared! Somebody must have taken (take) it.
  17. The decision have to be made(make) until the next meeting.
