People should be fined (fine) for parking in spaces for disabled people. The thief is said(say) to be a short, thin man with a local accent. While my car has been repairing(repair) last week. I had to walk to work every day. MY mobile phone has been stolen(steal) from my bag last week. When we got to the stadium we found out that the game has been canceled(cancel) When I walked into the office, I realized we have been robbed(rob). A new cinema is being built(build) in our town right now. It is believed( believe) that crime is increasing in this country. The injured man couldn't walk and had to been carried(carry). "Can I help you madam?""No, thank you, I have been served(serve)" Every time I travelled by plane it is delayed(delay). The room was cleaned(clean) when I arrived. The situation is serious. Something must have been done (do) before it gets worse. A new bridge is being built (build) across the river now. Work started last week and the bridge is going to be finished(finish) in September. My umbrella has disappeared! Somebody must have taken (take) it. The decision have to be made(make) until the next meeting. The room looks nice. It has been cleaned(clean). The road is in very bad condition. Something should have been done(do) a long time ago.

MY mobile phone has been stolen(steal) from my bag last week. We can't mix present perfect with past time marker. In this case, "last week". Say "My phone was stolen last week".
When we got to the stadium, we found out that the game has been canceled(cancel) Technically, it should be "had been canceled".
When I walked into the office, I realized we have been robbed(rob).OK
A new cinema is being built(build) in our town right now. OK

The decision have to be made(make) until the next meeting. Syntactically, it is entirely incorrect. The decision -is a single singular context which requires "has". Until - should be replaced with "before" to make the sentence complete and sensible.
