Passive voice-causative

The man has the police arrest the shoplifter.

=> The man has the police be arrested the shoplifter.

Is this structure right? Explain plzz if right!

Here is the brief explanation of causetives.

1. Have sb do sth

I had the mechanics fix my car.

2. Get sb to do sth

He has the barber to cut his hair.

3. Have/get sth done

She has/gets her house painted.

As for your example you should say

Yes. you have to use infinitive without to for have and with to for get.

I meant he gets the barber to cut his hair.
