Passive voice - a little help

I need some help with passive voice.

Active: I have refused to stow the bags with coffee,because it would lead to shift of the cargo and it would delay our departure further more.

Passive: The bags with coffee have been refused to stow,because the cargo would be shifted and our departure would be delayed further more.

And one more:

Active: I hope that I would leave port "x" tommorow and I have already requested pilot and two tugs.

Passive: I hope that port "x" would be left tommorow and a pilot and two tugs have already been arranged.

I'm sure there are mistakes.

There are times when the passive just doesn't make sense. "I hope to leave Port X tomorrow" is one of them. It is hoped that the port will be left by tomorrow is one way to make it passive, but does it make sense to do so?
