I'd say it like this: There were people who said that a monster was in the lake or There

Both of these answers are OK, but with different meanings.

There was said to be a monster in the lake .Sounds like it was still in the lake at the time of speaking.

There was said to have been a monster in the lake. Sounds like it was no longer in the lake at the time of speaking.
