Passive voice

Good evening.

I have some doubts upon making passive voice sentences when using a perfect tense.In the following example, is the verb "to be" working as an auxiliary verb (needed in the passive voice) and being conjugated in the past participle (because of the perfect tense) simultaneously?

Active voice:

They have built houses.

Passive voice:

Houses have been built(by them).
