Passive Voice

Hello,

I'm working on the passive voice and I have some doubts about a sentence.

The orginal sentence goes:
"Yesterday the situation had improved."

I need to put it into the passive voice using the word "report".

My version is:
"Yesterday the situation was reported to have improved."

I wanted to confirm it with the key, and there the answer was:

"Yesterday the situation is reported to have improved."

Another answer in the key reads:
"Last year the company is reported to have recorded rising profits."

My question is why "is" is used in these sentences, not "was".

It's kind of natural to say:
The situation was reported to improve/to be improving/to have improved
The situation is reported to improve/to be improving/ to ha
