He will be playing cricket in Arkansas tomorrow.
He has been playing cricket in Arkansas since morning.

There are no such 'rules'.

We generally do not use passive construction, particularly complex progressive ones, when the agent is mentioned, but they are grammatically possible.

CalifJimDid they happen to say which rules? I think it's a matter of some personal rules that they've invented to reflect their own stylistic tastes. Nevertheless, even if so, those opinions (not rules) are shared by many, so you'll rarely see or hear constructions like that.
