Passive Voice

Am I correct in the assertion that you want to avoid the passive voice in writing when able to?

If so, which of these is the passive voice?

1. "A great deal of attention is paid to …"
2. "There is a great deal of attention paid to …"

And if neither is passive, which version sounds best to you? Thank you.
