Passive voice

The meeting will be held on monday evening at 9 pm. All are requested to be participated.

My doubt is that the underlined sentence is correct. Will two passive verbs come adjascently in one sentence?

If you want to say all are requested, the rest of the sentence must be to participate. Some might prefer All are requested to be present. There are other possibilities.
