I agree! Take the splash first, we can`t save you from drowning unless you're in the water....

However, I suggest you start with the third one. Frankly, number two doesn`t make any sense to me.

It makes sense, but it's difficult to change to the active voice if there is no "agent" in the passive to use as the sub

6. I'd say 'The department will now be sending invoices a week earlier.' This makes it clear that it is a change in policy and will be on-going.

9 This is a tricky one. I can't think of an elegant way to phrase it. 'I am warning' rather than 'I warn'. I am warning you that it is dangerous not to co-operate with the personnel manager.
