Passive structure

Could you, please, tell me whether I changed the sentence correctly?

The original sentence:

"People assume that he will be the new manager."

My transformation:

"He is assumed to be the new manager."

I followed your advise and rephraced the sentence. Is it all right now?

"He is assumed that he is to be the new manager."

No. You can't use that combination. I don't see any way of making the transformation if you have to use "He" as the first word. You'll have to stick with "He is assumed to be the new manager", and let the word "new" imply the future.
