A1. Mary expected Sam to go home.
A2. Sam was expected to go home.

B1. Mary wanted Sam to go home.
B2. Sam was wanted to go home. x

Why do you think B2 is not possible??

C1. Mary wanted Sam to go home.

Also, in C1, do you think it can be interpreted as:
"going home was what Mary wanted from Sam" ?
