Passive sentence and statal verb

Files are being stored on shelves.
I assume 'to store ' in this sentence is a statal verb.

This is like 'This car is made in Japan.'

What is the difference between

Files are being stored on shelves.

and

Files are stored on shelves.

Also, what difference is there between

This car is madein Japan.

This ca is being made in Japan.
