Passive sentence

Hello,

I just wanted to ask which of these two passive sentences sounds better.

Active: The neighbour damaged the sidewalk with my pickaxe.

Passive 1: The sidewalk was damaged with my pickaxe by the neighbour.

Passive 2: The sidewalk was damaged by the neighbour with my pickaxe.

Is there any rule how to create a passive sentence when it contains two prepositional phrases?
