Passive past tense with two past participle?

It is all right to use more than one past participle in passive voice of tense? I actually have just restarted reading non-computer-related news today, and I saw these sentences:

-A few hours earlier, a rocket was fired into the presidential compound in Kabul; no-one was reported injured.

-Two Afghan UN staff were believed killed in the attack

Therefore I have my doubts now.

You can look at your two sentences this way:

No-one was reported injured. = No one was reported as having been injured. = There were no reports of anyone having been injured.


Two Afghan UN staff were believed killed in the attack. = Two Afghan UN staff were believed to have been killed in the attack.

You won't see this sort of "doub

Is the above sentence equally correct and natural?

And, can we use the word "NOTICE" this way--I mean, if I drop the brackets part totally?
He was noticed (to be )extremely cunning by all members of the party.
