Passive or Active voice

When we see a target somewhere  we should say:

'Target acquired ' or 'Target was acquired'

I think the word target is the object here and the second one is correct...

I would say that "Target acquired" is shorthand for
"The Target is acquired." or "The Target has been acquired."
