Passive or active

1] Everyone respects him. [active]

2] He is respected by everyone. [passive]

3] He is highly respected.

My question is on the 3rd sentence. Is it a passive sentence?
If it is a passive sentence, I would like to know the active equivalent of it.

I think you will find an argument for either of these possibilities:

Passive:

He is highly respected (by his peers)
His peers respect him highly.

Adjective:

He is highly respected.
He is a highly respected person.

I must confess this is difficult to understand.
So the sentence in question is passive.
