Passive hope

It is hoped to make a profit this year.

I have read the above sentence many many times, I can still not feel anything wrong with it.

Is there anything wrong?

Its main problem is that it is such a weak, indirect expression. In context, the meaning could be figured out ('ABC Co is hoped to make a profit this year'), but standing alone as it is, nothing is 'hoping'. Something like this is required: It is hoped that ABC Co will make a profit this year .
