Passive gerund

Hello

Does passive gerund (being) make the sentence in voice passive like when we use passive progressive tense

Eg. He is being told(passive progressive tense) the sentence voice is passive

But when being is a gerund would that make the complete sentence in passive voice

Eg. He reacts on being called selfish

Is the complete sentence in passive voice or just the last part (on being called)

That verb is active voice. e.g.

He reacts to all summons.

React is intransitive. It has no passive form. Since the main clause is in active voice, the sentence is considered active voice.
