PASSIVE gerund

hi! all i'm from south korea.

Despite ( b ) 100 miles from the nearest airport,
Gerthwick Beach is still a popular destination with overseas tourists

a)locating
b)being located

q )could you explain why the answer b? please.gramatically!!!
