passive form

hello everybody,
So, I've been searching for the passive forms verbs and all I knew is that passive verbs are always transitive verbs.
But, in some exercices it's requested to transform sentences from active to passive voice such as "six per cent of the eligible population are blood donors" .
The verb in this case is "to be" and it's intransitive, so how can I transform the sentence.

The passive voice is used when the object of a sentence is more important than the subject and when the subject of the sentence is unknown.
Compare these two sentence
"six per cent of the eligible population are blood donors" and
"The city was destroyed by the volcano"
The 2nd sentence, destroyed is transitive verb , the city is object (in active form) and the volcano is subject (

It can't be changed into passive form coz it's not an active form. Active form if there is an active “verb" not “be".
Example: I teach my students. (active) coz the subject does the activity
My students are taught by me. (passive) coz the subject doesn't do the activity

I am a teacher (its not an active nor passive form)
