C) have captured
D) be captured

Some others choose A or B, but I think choice C is correct.
Many polices were reported that they had captured many students not wearing helmets at 8 am in Hanoi.
= Many polices were reported to have captured many students not wearing helmets at 8 am in Hanoi.
