Passive?

Hi !

1. The road is often closed.
Which way I should translate "Closed" is adjective or passive ?

Do you have any guidelines how to tell them?

2. What is the difference between "This book is written by John "and " this book is written by John "?
"Is written" represents on going??

Thank you so much.

Those sentences look the same to me (except for "This" and "this").

"is written" does not mean on-going.
