You can't use present tense because your sentence contains two verbs, and one of them happened before the other one, so you need to use past perfect to express both of them in one sentence .

And

The cat jumps before he had come in the room.

Both are correct. Here what I wanna say is sometimes I need to compare two present incident. And then I can use two verbs in present tense. Because both works are happening at the present.

Look! Iam a first-year english student, and I have been learning english grammer since 2 months. We learned in the course that if you want to express two actions both of them happened in the past, but one of them happened before the other you need to use past perfect, and also you can express both of them in past simple tense.

What you have learned is obviously correct. But In my example both of the works are happening at present. Using past perfect won't fulfill my requirement.
