Since Alaska(inanimate object) can't use or exhaust its resource...it should be exhausted by smn else (people living there) .. So is passive not better

I like the second one, but it's a personal preference.
pokh, you do not need to say who does something when you use the passive. You can omit the agent and it's still a valid sentence.
