Passengers with baby

http://blog.sina.com.tw/missrich/article.php?pbgid=11992&entryid=583919

Please yield your seat to elderly, pregnant, disabled passengers, or passengers with baby. Let each and every seat be priority seat.

What does the phrase passengers with baby mean? I thought it refers to pregant women, doesn't it?

No, it refers to passangers travelling with a child (but not inside their bodies ) Anyway, I think there should be "passangers with babies" beacause when you have singular "baby" you need an article.
