Bike rider (both pushbike and motorbike)
Motorbike rider
Scooter rider - or - Scooterist

I would not call a scooter rider a motorcyclist, and neither would any serious motorcyclist.
I would not use driver for any of these.

You drive a car, a lorry, a van, a bus, etc.

I would consider both the person steering the motorcyle and the passenger to be 'riders'.

It depends what we mean by 'ride'
If I ride a horse, and have someone sitting behind me - I am doing the riding(controlling), they are just ON the horse.
The same is true of a motorbike.
