pass on..to...

American food companies are preparing for another round of price increases. Soaring production costs have forced them to pass on price increases to consumers.

My original sentence is " forced them to shift price increases to consumers. But an American revised my words to ' pass on ...to... .Could someone tell me why " pass on ...to.." is better than "shift ...to..."? Thank you!
