Can we say " Pass on the phone to your brother or...." when we want to speak to someone else?

If you use "pass", it should just be "Pass the phone to ...". Also "Hand/Give the phone to ..." etc.

Be aware, of course, that plain imperatives can sound abrupt or impolite. Often you would say it in a softer way, such as "Could you pass the phone to your brother, please, so I can talk to him?"

Yes, but leave out "on". I'd say Can you pass the phone to your brother? (I'd like to speak/talk to him.)
