Pass on or forward

Hi, teachers~

I am wondering about the differences between forward and pass on.

A person (A) sends a person (B) a text message that (A) got from a person (C).

(A) wants to use 'pass on.' in this case.

I told (A) that 'forward' might be better than 'pass on.'

Honestly, I am not sure. Forward just feels right.

Can anyone let me know the answer?
