Party scene &

Hi everyone,

It seems that the 'party scene" in the sentence bleow refers to some place but I don't know what exactly it means.
A fun place to enjoy OR a place you can have a party there?

And for the "creative international scene", I understood it as a new area that many internationals come and do the activities but not sure. Am I right ?
