party like it's 999

Greetings.

I heard someone saying

"I'm going to party like it's 999(pronounced as nine ninety-nine)!

I guess he wanted to show his excitement and pleasure by saying so, but I am not sure since it is not on the dictionary.

I want to know its exact meaning and ,if possible, origin too.

Would you help me?

P.S : It's my first post in this forum.

Is it OK to ask this kind of question here?
