Parts of speech

It is good for smaller use requirements.

Is this OK? If so, what parts of speech are smaller and use?

Thanks

'Use' is redundant, but the utterance is a natural one. 'Use' is of course a noun acting as an adjective, and I think 'smaller' modifies 'use' rather than 'requirements', so that makes it an adverb.
