Hi,
I have problem in understanding below compound sentence.

I want to thank you for your contribution to company and congratulate you for your determination to be the best in company.

In the secound half of the sentence (congratulate you for your determination to be the best in company) to be acts as infinitive.I don't find any verb in the sentence(congratulate you for your determination to be the best in company).can infinitive(to be) in the sentence acts as verb?
