I think sentence 2 and 3 are grammatically correct. Am I right?

No. Only the first is correct. And concerns is a noun, as you say, but voiced is an adjective, a past participle.

No. Only the first is correct. And concerns is a noun, as you say, but voiced is an adjective, a past participle.
