parts ellipted: past or present

Hi.

1. Let us pretend someone was riding the subway and overheard over the speaker this. What is the part ellpted, was or is?

"Hi. We will be arriving at XXX as (it is or it was?) scheduled."

2. What is ellipted? Could it be either "who are" or "who were"? How would you know?

I will call on them to come besides those (who are or who were?) already here.

Hi. I think it is correct to write as you corrected but I can't dispel the notion that scheduling occurred in the past so that the verb should be in the past tense. I get the sense that the effect and pertinence is in the present though.

The sentence I wrote in reference:

"Hi. We will be arriving at *** as (it is or it was?) scheduled."

Think of 'scheduled' as an adjective. Maybe the actual scheduling occured 10 years ago, but that is not important to the present situation.
