Parts

Is this sentence correct:

"I think these fires should be an alert. so that civil authorities and people worldwide become cautioned when in 6 months from now it is summer in other parts."

(By the way, in that sentence, when saying just 'parts' is it understood that it means 'parts of the world' or is it always required to say 'parts of the world'?)
